By Max AugugliaroKathryne Rubright,An applicant for Stroudsburg's downtown manager job posted audio of two borough officials discussing the possibility of hiring then-Mayor Michael Moreno, months before the move was made.On Jan. 8, Steve Ertle, an area businessman who also sought the role, posted audio on Facebook of what he said was a July 2025 conversation between Matt Abell and Lawrence Kopp, the council president and borough manager, respectively. Ertle told the Pocono Record that the audio had been recorded by someone who was not willing to come forward and identify themselves, and was provided to him by "concerned citizens."Ertle said that "this whole process needs to be thoroughly investigated.""We need to start putting the Pocono people and our Main Street businesses first over petty politics," said Ertle. He added that the recording shows "that this was something that was pre-determined."

Stroudsburg Borough Council is looking for a new mayor after the resignation of Michael Moreno and a vote to table appointing a replacement.During the Jan. 5 meeting, council voted 5-2, with Joseph Shay and J. Zac Christman opposed, to accept Moreno’s resignation. Later in the meeting, council approved hiring Moreno to the new position of downtown manager in a 4-3 vote, with Cheryl Joubert, Claire Crawford-Braun and Shay opposed.In between those votes, council considered appointing a new mayor.
