That provision authorizes a nonconforming use to be changed to another nonconforming use if the Zoning Hearing Board finds that certain standards are met. This application proposes to change the use of the subject property from a nonconforming professional law office to a nonconforming cultural center/community center that provides adult education programs for individuals with intellectual and developmental disabilities.
