Mon, 13 Oct 2025 00:00:00 PUBLIC NOTICE OF HEARING AND OF INTENTION TO ENACT PROPOSED ORDINANCE TAKE NOTICE that the Board of Supervisors of Stroud Township will hold a public hearing on Tuesday, October 21, 2025, beginning at 6:30 P.M., at the Stroud Township Municipal Center, 1211 N. 5th Street, Stroudsburg, PA 18360. The purpose of the hearing is to consider a proposed ordinance to amend Chapter 27 (Zoning) of the Stroud Township Code of Ordinances. The proposed ordinance would change the zoning district designation of certain parcels located along S.R. 0611 from the Office Commercial District (C-4) to the General Commercial District (C-2) and make corresponding amendments to the Township’s official zoning map. At the time of the public hearing, the Supervisors will listen to comments by members of the public concerning the proposed ordinance.

If passed, the Ordinance shall amend current Chapter 88 to change the definition of Special Event to expand the types of organizations which may sponsor such an event, and defining a Special Event as follows: A promotional, fundraising, competitive, recreational, or other temporary event, which is held only periodically, such that it does not constitute the regular activities of an individual or organization (i.e., it does not constitute a separate zoning use requiring a separate zoning permit or approval nor is it considered a customary accessory use). Examples of special events include, but are not limited to, a parade, concert, show, carnival, circus, fair, race, fundraiser, or fun day.

If passed, the Ordinance shall amend current Chapter 253 to: include reference to the Milford DPW as the entity responsible for solid waste removal; limiting residential and commercial pickup to one (1) ninety-six (96) gallon container and removing prior references to smaller containers; prohibiting separate use of plastic bags for trash in excess of the aforesaid container; removing requirements of bundling newspapers and magazines; removing reference to use of paper boxes for trash in excess of the aforesaid container; removing the prohibition upon placing garbage out for pickup prior to the collection day; and removing references allowing use of plastic bags for lawn trimmings.
