At approximately 3:52pm, the officer observed a vehicle driving carelessly and utilize the center-left-turn-only lane to overtake other motorists. The officer initiated a traffic stop for the observed violation and spoke with the driver, Michael A Santiago. During the interaction, the officer noted several indicators suggesting that the driver may be under the influence.
