Stroudsburg Borough is the historic heart of Monroe County, Pennsylvania, and the only traditional downtown in the Pocono Mountains region. With its walkable streets, Victorian architecture, and vibrant arts scene, Stroudsburg blends small-town charm with urban energy.
Stroudsburg is a borough that wears its history proudly while embracing modern vibrancy. It’s a place where you can admire 19th-century architecture in the morning, hike a mountain trail in the afternoon, and catch a live show at night. As the county seat, it anchors Monroe County’s civic and cultural life with a distinctive blend of heritage and hospitality.
The borough of Stroudsburg has implemented a new Short-term Rental Ordinance and refined zoning regulations to prohibit short term rentals in residential districts (R-1, R-2 and R-3) and allow it in all other zoning districts. A license and annual inspection is required, more details under Housing section on borough's website. See rules and regulations and permit application below.
